If the ingredients on the label are listed in order of amount used (as required) and this only has 1% emu oil, does that mean that this is 94%+ water?

You could be right and that percentage is good for the dogs skin and coat. I used this product for 16 years and never had any problems. I had two beautiful dogs for all 16 years.

Will this prevent snow from sticking to a dog's coat?

I don’t know. I live in El Paso, Texas. No snow here, lol. Makes my girls’ hair sweet smelling and soft, and keeps their skin from drying out. I have two smooth hair dogs, a dachshund and a pug/Frenchie mix.

Will this oil help prevent a cat's fur from becoming matted?

I use it on our long haired dog. It helps to strengthen the hair, making it healthier and shinier. Yes, I believe we have less matting but you must still do regular grooming. Becky
