i'm looking for a specific size to match my old one. Are these measurements from head to toe or top of head to tail? I'm looking for a smaller one.

The approx. 7 + inches is from top of head to bottom of feet. This one is smaller than the original one we had 40 yrs ago.

does it comes in abox and with a paper tag?

It comes as shown, in the cardboard display.
