the mounting rail on my boat is 3 1/2 inches wide.can this downrigger mounting plate fit my boat ??is it a universal mount and can the downrigger be e

The hole pattern to the base the EasiTroll comes with measures 2.5” x 2.5” so that would fit. The overall footprint of the base 5.25” x 5.25” so there would be some overhang mounting to that surface. Does this need to be assembled?

As I recall, just needs to have the pole put on. 5 minutes.

is the weigth inclued with it

no. I found the down rigger balls also on Amazon. I went with 8lb balls because I ocean fish with a lot of current and tide. Depending on the type of fishing you do, choose any weight from 2lbs to somewhere around 12lbs. Hope this helps!
